The most pressing tendencies in the construction market were presented in Sibexpocentre

Many people dream of building their own house, someone plans to repair or arrange the building surrounding grounds, someone is engaged in planning and construction of large-scale objects — for them and also for all who are interested in the current trends in the construction market, from May 23 to May 26 in Sibexpocentre one of the largest exhibitions of the region - the ‘Baikal Construction Week’ exhibition took place.

More than 100 companies from different parts of Russia for four days represented bright conceptual stands, held presentations and master classes, acquainted visitors with the latest and proven construction and finishing materials, technologies and solutions for construction, repair, design and interior design, providing useful and practical information from the ‘first hand’.


This year the ‘Baikal Construction Week’ exhibition was held for the first time contemporaneously with the ‘Energy efficiency. Housing and Public Utilities exhibition’. This fact doubled the possibilities of participants of both exhibitions in establishment of business contacts, offered new prospects for development of business and creation of joint projects for representatives of two branches. Visitors managed to learn not only about recent trends of the construction market, but also to get acquainted with innovative energy developments and technologies.

Within the business programme of the ‘Baikal Construction Week’ various events dedicated to the construction topics were held. The main event of the exhibition of course became the round table on one of the most relevant topics of the industry today — ‘Transition from shared-equity construction to project financing. New financial instruments for the development of construction industry’ organised by the Ministry of Construction, Road Economy of Irkutsk Region. The event was attended by representatives of regional construction companies, credit organisations, as well as all who are in one way or another not indifferent to the amendments to the law on state registration of real estate, which will enter into force on July 1, 2018.

  

Before explaining the pros and cons of the upcoming changes, Roman Engelgardt, Deputy Minister of Construction and Road Management of Irkutsk Region informed the audience about the state of the construction industry in the region and outlined the main results and directions of its development:

According to the results of 2017, the volume of construction and assembly works performed in Irkutsk Region in general was 165 billion rubles. This is 13.8% more than in 2016. By the volume of work per capita, Irkutsk Region takes 1 place in the Siberian Federal District. The average number of employees in the construction organisations of the region in 2017 was 37.1 thousand people, which exceeds the indicators of 2016 by 3.5%. It means that, despite the difficult situation, the construction industry lives and fights. The total volume of housing construction in 2017 amounted to 973,000 square metres, including 187,000 metres of new housing to relocate citizens from the condemned buildings. The goal for the near future is to increase the amount of housing commissioning by half, which will make 1.5 million square metres annually.

Besides, Roman Engelgardt told about measures of support and stimulation of annual housing commissioning, in particular about the programme of residential mortgage renewed at the end of 2017. 97 families, including 16 large families were granted payments for partial payment of the initial mortgage loan. Total amount of support on the mortgage at the end of the last year was about 40 million rubles. Speaking about restoration of the rights of shareholders, the Deputy Minister noted that last year three objects were excluded from the road map, the rights of 147 families were restored.

Further participants of the round table discussed an issue of creation of conditions for construction of housing under the project financing scheme, shared the thoughts concerning the entered amendments, made suggestions and comments. Representatives of banks acquainted audience with programmes of financing and answered numerous questions.

The amendments will have three main consequences for the developer: firstly, the project management becomes more complicated, and secondly, the developer's dependence on the banking sector, which receives the functions of the supervisory authority, increases, and thirdly, there are additional costs of the builder that may lead to the rise in price of the cost of construction, - Roman Engelhardt emphasized. - However, there are positive changes. First of all, this strengthening of the confidence of shareholders in completing the construction of a residential building, the developer has no more uncertainty in the source of project financing, and for the state the risk of the appearance of new deceived shareholders disappears.


In continuation of the business programme the Ministry of Construction and Road Facilities of Irkutsk Region held a seminar dedicated to the review of buildings and structures with seismic protection systems that were built in Russia, and also constructed and planned at the moment. The event was held with the participation of specialists from one of the leading institutes of Russia in the field of construction - the Central Research and Development Institute of Building Constructions named after V.A. Kucherenko. Another important part of the programme, organised by the Ministry, was the competition of student works ‘The road will be handled by the walker’. This project enables students of profile specialties, future professionals to submit projects prepared on the most promising areas of the construction industry to approval of the competent jury.

The city administration of Irkutsk and the Urban Planning Committee carried out the round table devoted to modification of the general plan of Irkutsk at the exhibition. Use of BIM technology in construction and architecture — one more hot topic which was discussed by specialists of the industry at business events of the ‘Baikal Construction Week’. They considered all advantages of this technology of building design. Also within the programme there was the presentation on the topic ‘BIM technology in architecture and construction. What to expect from the new version of ARCHICAD? Exclusive announcement from the developer’ organised by the GRAPHISOFT representation in Russia and the CIS (Moscow).


One of the days was devoted to the events of the exhibitors. The Profile Service Company held the ‘Lamination as means of decoration’ seminar, at which the company's employees presented novelties and trends in the window decor and also told about the advantages of their products. The Murexin-Baikal Company told about the experience and economic efficiency of use of energy-efficient facade systems for sanitation of secondary housing, and how much these systems can reduce energy costs.

Olesya Vasilchenko, Head of the Department of Exhibitions’ Organisation of Sibexpocentre OJSC made a grateful statement at the exhibition closing ceremony:

Then the traditional summing up of the competition on the best exhibitor took place. The highest Grand Prix award was awarded to FINESTRA OPTIMA LLC and FACTORY OF CONCRETE LLC.

Representatives of the FINESTRA OPTIMA Company thanked the organisers and participants for the excellent exhibition. They also noted that this year their collective has already taken part in 5 different exhibitions, and the ‘Baikal Construction Week’ exhibition in Irkutsk is one of the most important and significant events for them.
